Ian Carter, is the Director of Organizational Change Management and Communications at Discount Tire. A privately owned national automotive retailer with 23k employees, Discount Tire is the world’s largest independent retailer of tires and wheels. Founded by Bruce Halle, they serve customers at more than 1,100 stores in 36 states. Mr. Carter has been a key stakeholder on two major Transformations for Discount Tire and leads the first Voice of the Employee (VoE) program in the Company’s history. Prior to joining Discount Tire Mr. Carter was the business development manager at Africare where he led proposal development teams to ensure high quality, cohesive proposals; Developed behavior change methodologies for private sector donors, monitored and tracked business opportunities; and represented the organization to an array of external clients and stakeholders. Previously, Mr. Carter worked for Deloitte Consulting in the Emerging Markets Group in human capital where he produced capacity building methodologies and project deliverables for clients that included the United States Agency for International Development (USAID), the Internal Revenue Service (IRS), the United States Department of Defense (DOD) and the Department of Homeland Security (DHS). Before his time at Deloitte, Mr. Carter served as International process leader for Human Resources at Freeport McMoRan Copper & Gold Inc., an extraction industry company where he managed projects in nine countries. Mr. Carter holds a master’s degree in international affairs from the Elliott School of International Affairs at GW and a bachelor’s degree in political science from the University of Arizona.
